Being a regulatory compliance professional
If you are a public sector employee working in the area of compliance, you'll know it is a profession that requires a significant amount of expertise.
It is estimated that approximately 12,000 New Zealanders perform some form of compliance function in their work, and until recently, there were few New Zealand qualifications to support compliance professionals develop and endorse their skills.
Three new programmes are now available for frontline officers and investigators, developed by experienced compliance practitioners and overseen by senior leaders in the compliance sector.
Whether you are just entering the profession or working at a senior level, these programmes will ensure you are recognised as a regulatory compliance professional.
Our programmes lead to nationally recognised, transferable qualifications that staircase to further learning, so are designed to help you forge a career across the public sector.
Programmes that suit you
The Skills Organisation will help identify an Effective Compliance programme to suit you and your organisation.
We’ll work with you and your manager to develop a programme that will formally recognise your existing skills, and set out a learning pathway for your future development. The content of the programme will be relevant to your workplace and organisation, and aligned with standards on the New Zealand Qualifications Framework, so you will gain a formal tertiary qualification.
The skills covered will include:
- approaches and models for achieving regulatory outcomes
- legal knowledge
- operational regulatory compliance
- investigations and interviewing
- specialist knowledge areas including intelligence, prosecutions and civil appeals.
Effective Compliance programmes
Regulatory Compliance Fundamentals
This is a foundation programme for everyone involved in public sector compliance. Designed for a wide range of people working in compliance, it will provide you with an understanding of what is involved at an individual level, as well as organisational and sector levels.
You will gain skills in:
- achieving outcomes in a public sector regulatory environment
- legal knowledge
- producing and managing compliance records
- safety and communications
- one of four options: tactical options, intelligence analysis, auditing or investigations.
Upon completion of this programme, you will gain the National Certificate in Public Sector Compliance (Foundation) Level 3. This qualification is pre-requisite for entry to further learning in the compliance sector.
Effective Operational Compliance
Aimed at those carrying out regulatory compliance in the field, you will need to have achieved the National Certificate in Public Sector Compliance (Foundation), Level 3, or have the equivalent skills and knowledge, before you can register for this programme.
You will develop skills in:
- knowledge areas, such as: intelligence, investigations, business, legal, conducting operations, problem solving
- practical areas, such as: compliance checks, communicating with compliance subjects, compliance operations, analysing offences and making decisions
- one of a choice of specialist electives.
Learners wanting to enrol in this pogramme will need to have the Compliance Equivalence Attestation form (attached at the end of the page) completed by their manager before they can enrol.
Upon completion of this programme, you will gain the National Certificate in Public Sector Compliance Operations, Level 4.
You will also have the option to endorse your qualification with an optional strand in investigations, with the Basic Investigations Skills programme.
Successful Investigations: Advanced Skills
This programme is investigators who carry out significant investigations and require advanced investigative skills. You will need to have achieved the National Certificate in Public Sector Compliance (Foundation), Level 3, or have the equivalent skills and knowledge, before you can register for this programme.
The programme covers:
- specialist knowledge areas such as: investigations, business, legal and evidence
- practical areas such as: managing and conducting investigations, advanced interviewing, managing exhibits, analysing offences and making decisions
- three of a choice of specialist electives.
Learners wanting to enrol in this pogramme will need to have the Compliance Equivalence Attestation form (attached at the end of the page) completed by their manager before they can enrol.
Upon completion of this programme, you will gain the National Diploma in Public Sector Compliance Investigations, Level 5.
You may wish to endorse your qualification by choosing one or both of the optional strands: Successful Prosecutions, or Successful Civil Appeals.
Intelligence Analysis
There are two intelligence qualifications currently on the national framework.
You need to be employed in an intelligence analysis role or working as part of the intelligence analysis team in the public sector to enrol in and to complete these qualifications. The qualifications require learners to submit workplace evidence that specifically matches evidence requirements as part of the learner’s role.
They are:
- National Certificate in Intelligence Analysis (Level 4)
The National Certificate in Intelligence Analysis (Level 4) provides a national qualification at an introductory level for people working in intelligence analyst roles within the public sector. These roles may include the management of social, economic, health or environmental risk.
- The National Diploma in Intelligence Analysis (Level 5)
The National Diploma in Intelligence Analysis (Level 5) is designed for people currently working in an intermediate or senior intelligence analyst role in the public sector. These intermediate or senior roles may include the management of social, economic, health or environmental risk.
Proposed qualification
The Skills Organisation is in the process of getting approval from NZQA to develop a new National Certificate in Intelligence Analysis (Level 3). The purpose of this qualification is to provide the New Zealand Intelligence Community with individuals who have attained theoretical knowledge of Intelligence. This qualification is suitable for individuals who wish to enter or progress employment in entry level intelligence roles within the public and/or private sector.
The Compliance Common Capability Programme
These programmes have been developed in partnership with the Compliance Common Capability Programme (CCCP), a whole of government initiative to improve the quality, effectiveness and efficiency of compliance work across central and local government by building the capability of organisations and people involved in regulatory compliance work.
