In a sector that is undergoing considerable change, having the skills to build an effective team around you, and manage and guide your team through those changes, will enable you to provide a more cost-effective and efficient public service.

Whether you are new to a role in leadership in the public sector, or an experienced leader looking to advance your career, The Skills Organisation offers two programmes aimed specifically at developing your skills in leadership and relationship management. These programmes are for those who already have a sound knowledge of the New Zealand public sector, and business and operational management.

Programmes to suit you and your career development

The Skills Organisation will identify Public Sector Leadership programme to suit you and your employer.

We’ll work with you and your manager to develop a programme that will formally recognise your existing leadership and management skills, and set out a learning pathway for your future career development.

You will gain skills in such things as:

  • public sector leadership
  • relationship management and interpersonal communications
  • strategy and change
  • representation
  • public sector Maori
  • self-development.

The content of the programme will be relevant to your workplace and organisation, and linked to qualifications that are registered on the New Zealand Qualifications Framework.

Public Sector Leadership programmes

Public Sector Leadership Level 5

This programme is designed for those employed in the public sector who are new to, or aspire to be in positions of leadership. A key component of the programme is an understanding of public sector ethics, along with interpersonal communications skills in a team leadership context.

The programme is one of a series of leadership programmes specifically for the public sector, and leads on from our Aspiring Leaders - Front Line Management programme.

Key skills covered in this programme include:

  • leading people: strategies, motivating others, leadership skills
  • strategy and change: strategy implementation, prioritising, achieving objectives, change management
  • public sector knowledge: integrity, ethics, managing diversity
  • workplace relationships and interpersonal communications
  • self-development to improve performance and operate professionally and ethically
  • your choice of options: business or humanities.

Upon completion of the programme, you will gain the National Certificate in Public Sector Services (Leadership Development - Middle Management) Level 5.

The programme is designed to pathway to our Public Sector Leadership Level 6.

Public Sector Leadership Level 6

Aimed at experienced line managers, team managers or middle managers, this programme focuses specifically on developing your leadership ability rather than your operational management and technical ability.

The programme will broaden your skills in leadership and people management to help further your prospects for promotion to a senior leadership position in the public sector.

The skills covered include:

  • public sector leadership: theory and style, business and strategic plans, inter-organisational relationships
  • strategic management: vision and purpose, creativity and innovation
  • leading people: leadership, conflict management,  EEO and diversity in public service practice
  • representation: formally represent a public sector organisation
  • public sector Maori: the Treaty of Waitangi and its application in the public sector
  • self-development to improve performance and operate professionally and ethically
  • your choice of electives in people development, project management, systems and resource management, management, public sector Maori, or public sector service delivery.

Upon completion of this programme you will achieve the National Diploma in Public Sector Leadership (Leadership Development) Level 6.
